Each governmental unit (excluding municipalities and counties) must form a committee within one year of the Act's effective date and at least once every 10 years thereafter to study local efficiencies and consolidation opportunities.

Committee membership includes the governing board members, at least 2 residents appointed by the county board, chief executive officers, and at least one government studies representative from a community college or state university.

Committees must meet at least 3 times publicly, conduct research including at least one public survey of 10% of residents, and comply with the Open Meetings Act and Freedom of Information Act.

Each committee must submit a written report with oral presentation to the county board within 6 months of formation, including recommendations on consolidation, efficiency improvements, and increased accountability, with the report made available to the public.

The State is not required to reimburse local governments for implementing this mandate.
