Extends the time period for military dependents to establish residency within a school district from 60 days to 6 months after initial enrollment.

Allows military dependents housed in temporary housing outside a district to enroll tuition-free if they will be living within the district within 6 months.

Requires military personnel to provide proof of future residency within 6 months (instead of 60 days), including postmarked mail, lease agreements, or proof of property ownership within the district.

Permits nonresident military dependents attending on a tuition-free basis to be counted for state aid apportionment purposes under Sections 18-8.05 and 18-8.15.

Takes effect immediately upon becoming law.
