Prairie Research Institute at University of Illinois must file a report to the Governor and General Assembly by December 31, 2022 on carbon capture, utilization, and storage potential in Illinois as a climate mitigation technology.

Report must assess Illinois subsurface storage resources, describe existing storage projects, provide best practices for carbon storage, and recommend state-level policy and regulatory changes.

Report must address 11 specific areas including storage status, procedures and safeguards, permitting processes, economic impact and job creation, environmental justice issues, liability frameworks, and health and safety risks.

Advisory committee composed of directors from Environmental Protection Agency, Natural Resources, Commerce and Economic Opportunity, Emergency Management Agency, Agriculture, Attorney General, and four legislative members shall oversee report development and engage stakeholders.

Section is repealed on January 1, 2023.
