HB0205 - Children's Mental Health Local Integrated Fund Act

• Establishes the "Children's Mental Health Local Integrated Fund Act" to create integrated children's mental health service systems that allow local decision-makers to coordinate funding across multiple service agencies (mental health, social services, education, corrections, juvenile court, health, and employment).

• Requires formation of local children's mental health collaboratives comprising representatives from counties, school districts, mental health entities, juvenile justice/corrections, and nongovernmental organizations to develop and govern integrated service systems serving children with emotional disturbances.

• Authorizes collaboratives to establish integrated funds pooling state, local, and private resources to maximize federal medical assistance reimbursement and eliminates the need to match individual clients with specific funding sources.

• Requires collaboratives to develop multiagency plans of care, conduct coordinated assessments across systems, provide individualized rehabilitation services, and implement quality assurance mechanisms with measurable outcomes.

• Allows collaboratives to designate a lead county or qualified fiscal agency to claim federal reimbursement for eligible expenditures, with enhanced revenue used solely for mental health services or expanding the target population of children served.
