Changes notice of application for judgment and sale of delinquent properties from registered or certified mail to first-class mail.

Requires envelopes containing notices to be clearly marked "Notice of Judgment and Sale of Unpaid Property Taxes".

Removes requirement that county collector present proof of mailing to the court along with the application for judgment.

Applies the same mailing method change (first-class instead of registered or certified mail) to notices sent to lienholders of record in counties with less than 3,000,000 inhabitants.

Retains the $10 collection from sale proceeds or taxpayers to cover mailing and advertisement costs.
