Prohibits municipalities and counties from offering any incentive to businesses or corporations to relocate their Illinois headquarters or operations away from their current location, effective immediately upon passage.

Defines "incentive" broadly to include tax credits, property tax abatements, fee reductions, and benefits authorized under the Economic Development for a Growing Economy Tax Credit Act, Property Tax Code, Counties Code, and Tax Increment Allocation Redevelopment Act.

Establishes regulation of business relocation incentives as an exclusive power of the State, denying home rule units the authority to offer such incentives.

Limits home rule powers under the Illinois Constitution Article VII, Section 6(h) by restricting local government ability to compete for existing in-state businesses.
