Amends the Children's Mental Health Act of 2003 to add a new recommendation requiring the Children's Mental Health Partnership to develop guidelines ensuring all Illinois youth receive mental health education and have access to mental health care in school settings.

Requires the Partnership to consult with the State Board of Education, education practitioners (administrators, teachers, school support personnel), mental health professionals, health care leaders, disability advocates, and other representatives when developing school-based mental health recommendations.

Maintains the existing Children's Mental Health Partnership structure comprised of state agency directors, community mental health representatives, legislative appointees, and a Governor-appointed chair responsible for developing and monitoring implementation of the comprehensive Children's Mental Health Plan.

Requires the Partnership to submit annual reports to the Governor on September 30 each year detailing progress on plan implementation, including estimates of savings achieved and federal financial participation received.

Takes effect July 1, 2021.
