Amends the Time Standardization Act to establish daylight saving time as the year-round standard time for the entire State of Illinois beginning March 13, 2022.

Eliminates the requirement to return to Central Standard Time in November, removing the biannual time change practice.

Makes daylight saving time permanent subject to compliance with the federal Uniform Time Act of 1966 (15 U.S.C. 260a).

Applies the permanent daylight saving time standard to all state and local government operations, schools, institutions, contracts, and legal proceedings within Illinois.
