Amends the Illinois Administrative Procedure Act to add subsection (rr) allowing the State Board of Education to adopt emergency rules to implement subsection (c) of Section 2-3.130 of the School Code regarding isolated time out, time out, and physical restraint procedures.

Expands definitions and restrictions on isolated time out, time out, and physical restraint in public schools and special education nonpublic facilities, including prohibiting mechanical and chemical restraint and severely limiting prone restraint to specific conditions in the 2021-2022 school year only.

Requires schools to establish reduction plans and goals to reduce and eventually eliminate use of isolated time out, time out, and physical restraint within 3 years, with annual reporting to the State Board and mandatory oversight teams in each school district.

Mandates parent notification within 2 school days after any incident of isolated time out, time out, or physical restraint, with the right to request a meeting to discuss the incident and alternative de-escalation strategies.

Requires comprehensive documentation and reporting of all incidents to the State Board of Education, including events leading to the incident, alternative measures attempted, duration, and staff involved.
