Amends the Illinois Public Labor Relations Act to clarify that in new fire fighter bargaining units, employees shall consist of fire fighters up to and including the highest rank of company officer.

Allows a company officer to be responsible for multiple companies, apparatus, stations, or an entire shift, with the possibility of more than one company officer per shift.

Excludes company officers from the fire fighter bargaining unit only if they qualify as supervisors under existing legal standards; otherwise they remain included in the unit.

Permits designation of a Shift Commander position on each shift as a supervisory role when no rank exists between chief and the highest company officer rank.

Maintains that all ranks above the highest company officer rank continue to be classified as supervisors and excluded from bargaining units.
