Allows holders of Professional Educator Licenses or Educator Licenses with Stipulations to apply for a refund of the $100 application fee after 12 months of teaching at a school district, effective July 1, 2021.

Extends the same refund provision to individuals who obtained licenses without completion of an Illinois-approved educator preparation program at an Illinois institution of higher education, allowing them to recoup their $150 application fee after 12 months of teaching.

Requires applicants to provide evidence to the State Board of Education that they have taught at a school district for at least 12 months in order to qualify for the refund.

Effective immediately upon passage, with refund eligibility beginning July 1, 2021.
