Amends the School Code to regulate substitute teacher recruiting firms in Illinois school districts (105 ILCS 5/2-3.173).

Requires the State Board of Education to implement a program by January 1, 2019 allowing school districts to use recruiting firms only if they demonstrate severe substitute teacher shortages and have exhausted other recruitment efforts.

Substitute teachers from recruiting firms must meet all state screening requirements, follow collective bargaining agreements, and receive the same wage scale as other substitute teachers.

Prohibits school districts from using recruiting firms to circumvent collective bargaining agreements, reduce full-time staff positions, or hire substitutes during teacher strikes.

Limits individuals hired by recruiting firms to teach no more than 5 consecutive days per licensed teacher who is under a collective bargaining agreement.
