Amends the Counties Code Section 2-3001 to clarify that "population" means the total number of inhabitants according to the last preceding federal decennial census.

Amends the Counties Code Section 6-31002 to revise the definition of "population" to mean the total number of inhabitants according to the last preceding federal decennial census, replacing language that referenced "persons residing in a county."

Amends the Illinois Municipal Code Section 1-1-2 to add a new definition of "population" as the total number of inhabitants according to the last preceding federal decennial census.

Standardizes population definitions across county and municipal code sections to consistently reference the federal decennial census as the basis for population counts.
