• Establishes automatic right for parties previously approved to re-establish discontinued general acute care hospitals to extend project completion dates by providing notice to the State Board.

• Updates Nursing Home Care Act staffing ratio requirements, establishes compliance determination system using Centers for Medicare and Medicaid Services payroll-based journal data, and implements monetary penalties for non-compliance beginning January 1, 2025.

• Increases minimum nursing staffing to 3.8 hours per resident per day for skilled care and 2.5 hours for intermediate care effective January 1, 2014, with 25% of nursing time provided by licensed nurses and 10% by registered nurses.

• Amends Specialized Mental Health Rehabilitation Act definitions and the Behavior Analyst Licensing Act to allow graduate programs in related fields with equivalent behavior analysis coursework, and allows certified behavior analysts to be licensed without required supervision hours if applying before July 1, 2028.

• Establishes Medicaid rate increases for community mental health services including $9 per unit for individual therapy, $15 per unit for community support services, and directed payments to mental health providers based on Medicaid user counts.

• Modifies Code of Criminal Procedure Section 104-17 regarding placement of unfit defendants, requiring Department of Human Services to admit defendants to secure facilities within 60 days and provide updates every 30 days if placement is delayed.
