Amends the Alternate Fuels Act to focus exclusively on electric vehicles rather than alternate fuels broadly, changing the stated purpose to reducing global warming risks through electric vehicle adoption

Eliminates multiple rebate types (conversion cost rebates, OEM differential cost rebates, and fuel cost differential rebates) while increasing the maximum rebate per electric vehicle from $4,000 to $24,000

Reduces the number of vehicles eligible for rebates per owner from 150 per location to 15 per location, and from 300 total to 30 total over the program's lifetime

Removes definitions for alternate fuels, biodiesel, flexible fuel vehicles, car sharing organizations, and OEM manufacturers while adding a definition for "electric vehicle"

Redirects the infrastructure grant program from E85 blend, propane, biodiesel, and compressed natural gas fueling facilities to electric vehicle charging facilities within covered areas or metropolitan areas over 100,000 population
