Requires State buildings that are constructed, acquired, or have more than 50% of their facade substantially altered to meet bird-safe design standards to reduce bird collisions and mortality.

Mandates at least 90% of exposed facade material from ground level to 40 feet must be non-glass or use bird-safe glass featuring secondary facades, netting, UV-reflective patterns, specific spacing patterns (less than 2 inches high horizontally and 4 inches wide vertically), or opaque/frosted glass.

Requires at least 60% of exposed facade material above 40 feet to meet the same bird-safe standards, with all glass adjacent to atria, courtyards, and water features meeting the highest bird-safe standards.

Directs the Department of Central Management Services to monitor bird mortality at each State building, reduce exterior lighting using automatic controls, and eliminate transparent passageways or corners.

Exempts historic buildings on the National Register, the Executive Mansion, Illinois Supreme Court Building, Old State Capitol, Abraham Lincoln Presidential Library and Museum, and Illinois State Capitol; also exempts projects already in design or construction phase and allows exemptions for projects with significant cost increases.
