Converts the City Colleges of Chicago board of trustees from a 7-member appointed board (appointed by the mayor with city council approval) to a 21-member elected board consisting of 20 district representatives and one at-large member, effective with the 2023 consolidated election.

Divides the City of Chicago into 20 trustee districts by the General Assembly on or before May 31, 2022, with each district compact, contiguous, and substantially equal in population, with reapportionment required after each decennial census.

Establishes that board members serve 4-year terms commencing on the second Tuesday in May following their election, with the at-large member serving as board president.

Prohibits current and former board members from conflicts of interest, including bans on contracts with community colleges, employment restrictions for one year after service, and ineligibility for employees of community college districts.

Requires candidates to file nomination petitions with voter signatures and a statement of economic interest with the county clerk, with ballot order determined by petition filing date or lottery for simultaneous filings.
