Allows persons to drive a motor vehicle in Illinois if they possess a digitized driver's license in addition to a valid physical license or permit.

Defines "digitized driver's license" as a data file downloaded through a mobile device application from the Secretary of State containing all information visible on a physical driver's license and displaying current license status.

Prohibits citations for driving without a physical driver's license if a person presents a digitized driver's license to a law enforcement officer during a traffic stop or checkpoint.

Specifies that displaying a digitized driver's license does not authorize law enforcement or others to search, view, or access other data or applications on the mobile device, and requires the officer to promptly return the device.

Caps the fee to install the digitized driver's license application at $6 and requires the Secretary of State to adopt rules for implementation.
