LINK cards (electronic benefits transfer cards) used for SNAP benefits or cash must contain the name and photo of the primary cardholder, effective January 1, 2022.

Secondary cardholders may optionally be listed on the card by the primary cardholder's choice.

Only the primary cardholder whose photo matches the card, or secondary cardholders who present current valid photo identification, may use the LINK card to obtain benefits.

The Department of Human Services must begin transitioning to photo-identified LINK cards immediately upon the Act's effective date, completing the transition by January 1, 2022.

The Act takes effect immediately upon becoming law.
