Creates the Local Government Residential Inspection Limitation Act to restrict when local governments can inspect residential properties.

Prohibits units of local government from conducting physical inspections of residential property without voluntary consent of the owner or occupant, a lawful warrant, or court order.

Permits inspections only in cases of fire, medical, or police emergency or as otherwise permitted by Section 9 of the Fire Investigation Act.

Explicitly limits home rule powers and functions under Article VII, Section 6(g) of the Illinois Constitution.
