Amends Illinois Highway Code Section 4-220 to require the Department of Transportation to establish and solely fund bicycle and pedestrian ways in municipalities with populations over 1,000 people in conjunction with state transportation facility construction, reconstruction, or modification projects.

Exempts projects from the bicycle and pedestrian way requirement for pavement resurfacing that does not widen the traveled way or provide stabilized shoulders, when the Secretary of Transportation approves based on documented safety issues, excessive cost, or absence of need, or when a municipality passes a resolution stating the accommodation does not fit its development plan.

Permits inclusion of bicycle and pedestrian ways in pavement resurfacing projects when local support exists or when accommodations can be added within the scope of the original roadwork.

Directs the Department to establish design and construction standards for bicycle and pedestrian ways, with the amendments applying to planning and training beginning July 1, 2007, and to construction projects beginning July 1, 2008.

Authorizes the Department to use unexpended programmed funds identified in Section 2705-615 of the Department of Transportation Law (if not spent for 5 years) to pay for bicycle and pedestrian ways in affected roadway projects.
