• Permits storage, possession, sale, and use of nonfireworks at all times throughout Illinois, amending the Fireworks Regulation Act of Illinois.

• Requires regulation of nonfireworks storage and sale to comply with National Fire Protection Association's Code for the Manufacture, Transportation, Storage and Retail Sales of Fireworks and Pyrotechnic Articles (NFPA 1124), 2006 edition.

• Exempts the City of Chicago from these nonfireworks provisions.

• Defines nonfireworks to include toy pistols and guns with limited explosive caps, wood stick or wire sparklers (100 grams maximum), ground-based sparkling devices (75 grams per tube, 500 grams total), snakes, glow worms, smoke devices, and trick noisemakers like party poppers and snappers (25/100 grains or fewer).
