Establishes a State Board of Education voucher program for parents/guardians whose students withdraw from school districts that do not offer full-time, in-person instruction as the primary method of instruction.

Vouchers are issued upon parent/guardian request if the student was enrolled in the district for a school year, the district chose not to provide full-time in-person instruction, and the parent withdrew the student due to that decision.

Voucher amount equals the per pupil distribution amount the school district receives under Section 18-18.15 and Article 14, prorated based on enrollment length during the school year (including special education funding if applicable).

Voucher funds reimburse parents/guardians for costs incurred to provide in-person instruction in substituted educational settings, including nonpublic schools or home schools.

Effective immediately upon becoming law.
