Allows the Secretary of State to require an electric vehicle decal on standard registration plates instead of issuing a distinctive electric vehicle registration plate.

Electric vehicle registration plates may be issued for an indefinite term matching standard registration plate terms under Section 3-414.1, at the Secretary's discretion.

Registration fees for electric vehicles equal the fee for first division motor vehicles (excluding Autocycles, Motorcycles, Motor Driven Cycles, and Pedalcycles) plus an additional $100 per year in lieu of motor fuel taxes.

Of the additional $100 annual fee, $1 goes to the Secretary of State Special Services Fund and the remaining $99 goes to the Road Fund.

Applies to motor vehicles of the first division or second division weighing 8,000 pounds or less that are propelled by electric engines and do not use motor fuel.
