• Defines "health care professionals" to include dentists, nurses, occupational therapists, optometrists, pharmacists, physical therapists, physicians, physician assistants, podiatric physicians, clinical psychologists, clinical social workers, speech-language pathologists, audiologists, and hearing instrument dispensers.

• Requires training to include identification of unconscious biases, barriers to inclusion, corrective measures, effects of historical exclusion on minority communities, cultural identity information, and effective cross-identity communication strategies.

• Mandates training address health inequities in perinatal care, including how implicit bias impacts maternal and infant health outcomes, and include information on reproductive justice and perspectives from diverse local community groups.

• Directs the Department of Financial and Professional Regulation to adopt rules implementing the Act.
