Creates the Metro East Development Authority to develop and revitalize depressed areas in Madison, Monroe, Randolph, and St. Clair counties.

Authority consists of 12 members appointed by county board chairpersons, state agency directors (Commerce and Economic Opportunity, Illinois Housing Development Authority, Illinois Finance Authority), and the Governor with Senate approval.

Authority is empowered to acquire property, issue revenue bonds (not to exceed 20 years maturity), conduct redevelopment plans, demolish buildings, and improve infrastructure in blighted areas containing at least 2 acres.

Authority must conduct public hearings and obtain two-thirds advisory committee approval before finalizing redevelopment plans; final plans subject to Administrative Review Law challenges.

Authority cannot exercise powers outside Metro East boundaries (beyond 3 miles), pledge state or local credit, or operate within municipalities or townships without local government approval.
