Amends the Illinois Insurance Code Section 352 to establish that air ambulance services and entities engaging in air ambulance membership programs are subject to insurance regulation by the Department of Insurance.

Defines air ambulance memberships that cover copayments, deductibles, cost-sharing amounts, or post-service payments as insurance products and allows them to be considered secondary insurance coverage or supplements to existing insurance.

Applies the definition to air ambulance services or entities that directly or indirectly solicit membership subscriptions, accept membership applications, or charge membership fees for covering patient out-of-pocket costs.

Takes effect upon becoming law.
