Removes the state residency requirement for Illinois landowners to obtain free deer, turkey, and combination hunting permits if they own at least 40 acres of Illinois land and hunt only on their property.

Allows free permits to be issued to resident tenants of at least 40 acres of commercial agricultural land where they will hunt.

Permits bona fide equity shareholders, members, and partners of corporations, LLCs, and partnerships owning at least 40 acres to receive free permits, with caps of 15 permits per county for corporations/LLCs and 3 permits per county for partnerships.

Nonresidents owning at least 40 acres will be charged an administratively-set fee if they wish to hunt only on their land.

Takes effect immediately upon becoming law.
