Amends the Illinois Municipal Code to prohibit municipalities from entering into exclusive contracts or franchises with a single disposal provider if such exclusivity displaces competition for commercial customers or has anti-competitive effects.

Adds new Section 11-19-5.5 establishing that home rule municipalities cannot enter into disposal contracts or franchises in a manner inconsistent with the competition protection requirements.

Modifies Section 11-19-5 to prohibit exclusive disposal methods that displace competition or have anti-competitive effects, while preserving existing exemptions for municipalities under 1,000,000 population regarding construction and demolition debris.

Updates Section 11-19-7 regarding joint municipal agreements for garbage disposal to include the same prohibition against exclusive methods that displace commercial competition or have anti-competitive effects.

Declares the new restrictions are limitations on home rule powers under Article VII, Section 6(i) of the Illinois Constitution.
