Changes school zone speed limit hours from 7 a.m. to 4 p.m. to 6:30 a.m. to 4 p.m., accommodating schools with earlier start times including those before 7 a.m.

Maintains 20 miles per hour speed limit in school zones when school children are present on school days.

Establishes aggravated violations with enhanced penalties: Class B misdemeanor for speeding 26-34 mph over the limit, and Class A misdemeanor for speeding 35+ mph over the limit in school zones.

Retains base penalties of $150 minimum fine for first violations and $300 minimum for subsequent violations of the standard school zone speed limit.

Permits use of electronic speed-detecting devices within 500 feet of school zone signs for enforcement purposes.
