• Mandates prescribers provide education to patients and designated caregivers on overdose prevention and naloxone use, consistent with FDA and CDC guidelines.

• Makes non-compliance subject to disciplinary action by the prescriber's licensing board but does not create a private right of action or limit liability for negligent failure to diagnose or treat.

• Exempts patients receiving hospice care from naloxone prescription requirements.
