Creates a Veterans' Accountability Unit within the Department of Veterans' Affairs to receive complaints from veterans, residents of Veterans' Homes, families, vendors, contractors, and Department staff.

Establishes a Director position appointed by the Governor and confirmed by the Senate for a 4-year term, with authority to maintain office hours, a toll-free helpline, and email address for complaints.

Unit operates independently with access to all Department offices, facilities, documents, and personnel; Department must provide physical office space in each location for confidential operations.

All complaints involving misconduct, misfeasance, malfeasance, or violations by Department employees, service providers, or contractors must be reported to the Office of Executive Inspector General.

Unit must publish an annual report summarizing complaints and actions taken, excluding details of investigations referred to the Inspector General and protecting confidentiality of complainants and subjects.
