Changes the stated purpose of the Roadside Memorial program from focusing on impaired driving to raising public awareness of all traffic fatalities, allowing families to memorialize victims of any traffic crashes.

Updates the message on DUI memorial markers erected on or after July 1, 2021 from "Please Don't Drink and Drive" to "Don't Drive Under the Influence," with no requirement to replace existing markers.

Modifies the fatal accident memorial marker program to display either "Reckless Driving Costs Lives" for crashes involving reckless homicide convictions or "Drive With Care" for other fatal crashes caused by vehicle operation.

Requires the State Comptroller and Treasurer to transfer any remaining balance over $30,000 from the Roadside Memorial Fund to the DUI Prevention and Education Fund, and starting in 2021, to transfer the entire cash balance annually on June 30.
