Amends the Homeowners' Energy Policy Statement Act by adding Section 23 to restrict local government authority over solar energy systems.

Prohibits political subdivisions and home rule units from placing restrictions on solar energy system installation or use unless the restriction serves to preserve or protect public health and safety, or does not significantly decrease the system's production or efficiency.

Prevents home rule units from regulating solar energy system installation in a manner more restrictive than state-level regulation under the Act.

Designates this provision as a constitutional limitation on home rule powers under Article VII, Section 6(i) of the Illinois Constitution.

Takes effect immediately upon becoming law.
