• Amends the Illinois Adoption Act (750 ILCS 50/1) to expand the definition of "related child" to include children subject to adoption where either or both adopting parents is a former step-parent.

• Adds "or former step-parent" to the list of relationships (parent, grandparent, step-parent, etc.) that qualify a child as "related" for adoption purposes.

• Allows former step-parents to adopt children they previously had a step-parent relationship with, even after the marital or civil union relationship that created the step-parent status has ended.
