The Authority shall not charge tolls for motor vehicles of the first division pulling trailers with no more than 2 axles at a rate higher than the I-PASS passenger vehicle toll multiplied by the number of trailer axles, applying to both I-PASS and cash payment users.

Law enforcement, fire department, and public or private ambulance service vehicles engaged in emergency services are exempt from paying tolls if plainly marked or if the operator presents an Official Permit Card.

The Authority must adopt rules for issuing permits to law enforcement, fire protection, emergency services agencies, and public or private ambulance services to use toll highways without payment.

Regional Transportation Authority Suburban Bus Division vehicles and Mass Transit District revenue vehicles running regular scheduled service may use toll highways without paying tolls.

The Authority must maintain a publicly available list of all persons authorized to use toll highways without charge when on official Authority business.
