HB0398 - Complete Streets Act

• Requires the Illinois Department of Transportation to incorporate multimodal transportation improvements (pedestrians, bicyclists, public transit, motorists, and commercial vehicles) into all state and federally funded transportation projects beginning September 1, 2022.

• Mandates use of latest design standards for bicycle, pedestrian, transit, and highway facilities, including established guidelines from national engineering and planning organizations.

• Permits exceptions when pedestrian or bicycle use is prohibited by law, accommodation costs are excessively disproportionate to need or use, or there is demonstrated absence of future need based on land use, user volumes, population density, and crash data.

• Creates a Complete Streets Advisory Board appointed by the Governor with 13 specified members representing transportation agencies, engineers, planners, county and municipal governments, disability advocates, bicyclists, pedestrians, older adults, children's organizations, and automotive/trucking interests.

• Requires the Advisory Board to submit annual reports to the Governor, Department of Transportation, and General Assembly beginning January 1, 2023, detailing implementation progress, recommendations, and data on safety, access, mobility, and multimodal transportation usage.
