IL HB0410

Amends Section 1-2.1-4 of the Illinois Municipal Code to modify requirements for administrative hearing officers in municipal code enforcement proceedings.

Requires all administrative hearing officers to be licensed attorneys in Illinois with at least 3 years of practice experience.

Exempts former Illinois judges from the formal training program requirements (instruction on procedures, code orientation, observation of hearings, and hypothetical case participation).

Maintains existing limits on hearing officer authority: no power to impose incarceration penalties and maximum fines capped at $50,000 or the Mandatory Arbitration System limit for the relevant judicial circuit, whichever is lower.

Takes effect upon becoming law.
