• Amends the Public Utilities Act to allow water and wastewater utilities to request that the Illinois Commerce Commission allocate a portion of wastewater revenue for recovery through water rates, allocate water revenue through wastewater rates, or combine the two revenue requirements in general rate case proceedings.

• Requires utilities to present evidence and the Commission to consider seven specified factors including current rates, customer numbers, capital investments, future infrastructure needs, and other state policy objectives when evaluating allocation requests.

• Limits any approved allocation so that water or wastewater service revenue requirements may not increase by more than 3.5% through cross-service allocation.

• Authorizes the Commission to approve allocations or combinations only if determined to be in the public interest after considering all required factors.

• Takes effect immediately upon becoming law and allows the Commission to adopt rules for implementation.
