Amends the Illinois Municipal Code to require that any person performing portable audiovisual rigging at a permitted special event must hold a valid rigging certification from the Entertainment Technician Certification Program operated by the Entertainment Services and Technology Association.

Defines "portable audiovisual rigging" as temporary installation or operation of mechanical and static rigging for overhead suspension of audiovisual equipment including audio, video, lighting, backdrops, scenery, and effects at special events, excluding freight handling and heavy equipment transportation.

Defines "special event" as planned temporary aggregations of attractions conducted on public ways or outdoors on public property that require municipal temporary food licenses, special event liquor licenses, or special municipal services such as street closures, barricades, or police protection.

Excludes parades, athletic events requiring separate permits, neighborhood block parties without food or merchandise sales, and citywide festivals under intergovernmental agreements from the definition of "special event."

Prohibits home rule municipalities from regulating portable audiovisual rigging in a manner inconsistent with this provision, establishing it as a state-level limitation on local authority.
