Allows police officers on leave from the Chicago Police Department assigned to Cook County safety or investigative work to receive service credit in the pension fund if they are on official leave of absence and remain in sworn status.

Permits the pension board to reconsider previously denied applications for service credit from officers who worked for Cook County between January 1, 1992 and April 1, 2008, if the reconsideration request is submitted by December 21, 2022.

Defines "investigative work" as requiring systematic inquiry into facts and evidence, excluding simple information gathering.

Requires applicants to contribute to the pension fund within 5 years of application approval (but before retirement) the amount they would have contributed as active police officers, with interest, to receive service credit.

Exempts the state from reimbursing local governments for costs related to implementing this amendatory act under the State Mandates Act.
