Amends Section 28-1 of the Election Code to add referenda held under Section 3-47 of the Property Tax Code as an exception to the 3-question limit on public questions submitted at elections for political subdivisions.

Creates new Section 3-47 of the Property Tax Code requiring Lake County election authority to submit a referendum to voters at the first general election after the bill's effective date asking whether the Chief Assessment Officer of Lake County should become an elected office rather than appointed, effective with the 2022 general election.

Specifies that if a majority of voters approve the referendum, the Chief Assessment Officer position becomes elected, with the first election held at the next general election following referendum approval and the current appointed officer's office becoming vacant.

Provides that anyone seeking the elected Chief Assessment Officer position must comply with provisions of Section 3-45 of the Property Tax Code governing the election of county assessors.

Takes effect upon becoming law.
