Allows registered voters in both a dissolving and receiving unit of local government to petition for a referendum to dissolve any unit of local government at the next general election.

Requires petitions to be filed at least 122 days before the general election and signed by electors equal to or greater than 5% of total votes cast in the preceding general election, with published notice in newspapers 122-152 days before the election.

Referendum passes if three-fifths of those voting on the amendment or a majority of those voting in the election from both the dissolving unit and receiving unit approve the dissolution.

Upon approval, all real and personal property, assets, personnel, contractual obligations, and liabilities of the dissolving unit transfer to the receiving unit on the dissolution date, which must be at least 90 days after the referendum election.

Amends the Election Code Section 28-7 to establish the Citizens Empowerment Act as an exception to standard referendum procedures for local government dissolution.
