HB0447 Summary

• Amends Illinois Pension Code for Downstate Police, Chicago Police, IMRF, Chicago Municipal, Cook County, State Employee, and State Universities pension systems to deny all benefits to police officers convicted of felonies related to their service or specified disqualifying offenses.

• For police officers hired on or after the bill's effective date, disqualifies them from receiving any pension benefits upon conviction of either (i) a felony arising from police service or (ii) one of 13 enumerated disqualifying offenses including murder, sexual crimes against children, sexual assault, and aggravated kidnapping.

• Denies survivor benefits to relatives of police officers convicted of service-related felonies or disqualifying offenses if the officer was hired on or after the bill's effective date.

• Preserves vested rights and survivor benefits acquired before the bill's effective date; applies only to officers who become police officers after the bill takes effect.

• Takes effect immediately upon becoming law.
