Changes school counselor-to-student ratio requirement from 250:1 to 150:1 in Illinois school districts.

Makes the 150:1 counselor ratio a mandatory requirement ("shall employ") rather than an encouraged goal for school districts.

Requires school counselors to spend at least 80% of work time in direct contact with students (unchanged from current law).

Applies to both the School Code Section 10-22.24b (general school counseling services) and Section 34-18 (Chicago Board of Education powers).

Maintains exception allowing other qualified professionals with proper endorsements to provide school counseling services.
