Amends Section 14-1.02 of the School Code regarding special education eligibility for children with disabilities.

Extends special education services eligibility through the end of the school year for students whose 22nd birthday occurs during the school year, rather than terminating services the day before their 22nd birthday.

Maintains the general age requirement that children with disabilities eligible for special education services must be between ages 3 and 21.

Requires individualized education programs (IEPs) to be written and agreed upon by school personnel and parents or guardians for any child receiving special education.

Takes effect immediately upon becoming law.
