Increases the dispute resolution fund fee from $1 to $2, charged by circuit court clerks at the time of filing the first pleading in all civil cases

Fee exemption maintained for proceedings commenced by or on behalf of units of local government

Raises the maximum annual disbursement cap to dispute resolution centers from $200,000 to $300,000 per center per year

Undisbursed funds are returned to county treasurers for administration of justice, with distribution proportional to contributions in multi-county circuits

Dispute resolution funds are established mandatory in judicial circuits containing counties with over 2,000,000 inhabitants and optional in other circuits upon Chief Judge approval
