Ratifies the Nurse Licensure Compact, allowing nurses to obtain multistate licenses enabling them to practice in their home state and other compact states without obtaining separate licenses in each state.

Establishes the Interstate Commission of Nurse Licensure Compact Administrators to coordinate implementation, adopt rules, maintain a centralized licensure information system, and enforce compact provisions across participating states.

Specifies that nurses must comply with the state practice laws where the patient is located, and that the compact does not supersede existing state labor laws.

Prohibits Illinois from sharing nationwide criminal history records obtained for multistate licensure purposes with the Interstate Commission or other states.

Requires applicants for multistate licenses to meet uniform qualifications including passing NCLEX examinations, submitting fingerprints for background checks, and having no felony convictions or nursing-related misdemeanors.
