Permits a parent or guardian to request a security freeze be placed on a minor's credit file to protect against identity theft.

Requires security freeze requests for minors to be submitted in writing and include specific identifying information about both the parent/guardian and the minor, including copies of Social Security cards, birth certificates, and government-issued identification.

Prohibits security freezes on a minor's credit file from being temporarily lifted, unlike freezes for adults which can be temporarily lifted upon consumer request.

Defines "credit file" as provided under federal law (15 U.S.C. 1681a(g)) and establishes that consumer reporting agencies cannot charge fees for placing, removing, or temporarily lifting a freeze.
