Defines "vehicle security circumvention device" as a device capable of obtaining, intercepting, or processing information from a motor vehicle keyless entry system to allow unauthorized entry or starting of a vehicle.

Creates a new crime of possession of a vehicle security circumvention device, classified as a Class C misdemeanor, with exceptions for mechanics, licensed vehicle dealers, licensed locksmiths, repossession agents, and law enforcement officers.

Makes it unlawful to knowingly sell or transfer a vehicle security circumvention device with knowledge it will be used to commit a violation of law, classified as a petty offense.

Requires sellers of vehicle security circumvention devices to conduct criminal background checks on buyers and prohibits completion of sales if the buyer has been convicted of a felony.

Maintains existing Class 4 felony charges for traditional burglary tools while establishing lesser penalties for vehicle security circumvention devices.
